Dr. To’s scope of practice ranges from treating ocular diseases such as dry eye to fitting patients with keratoconus with the latest forms of vision-enhancing scleral lenses.

He is a Southern California College of Optometry graduate, receiving his Doctor of Optometry degree with full glaucoma accreditation. His clinical rotations included the Veteran’s Hospital of West Los Angeles, David Grant Medical Center in Fairfield, and the United States Navy Hospital in Yokosuka, Japan. With a background in mentoring and tutoring underserved children, Dr. To is dedicated to ensuring that all patients leave his exam room with a complete understanding of their visual health.
